This is a job for an end mill, not a tapered end drill bit.

I would go with the sacrificial bolt since a washer in the slot would stop at the beveled end of a drill bit and keep it from going completely through the hole. It would be easier to tell when the hole is cleared without a washer in the slot. With a washer in the slot, you would have to drill the length of the drill bit bevel into the washer itself. I know this makes sense to me, but I hope my description makes sense to you too.

Makes sense to me(hence the end mill suggestion above).
