IMHO, the "rack" is repairable. It looks like you even have a bit of metal stuck between a couple of the teeth. Definitely use new pinions.

The racks don't look too bad so that a little filing/sanding should restore them. Also - use oven cleaner to remove the built up pitch between the teeth.
