The sc crank NOT turning as the speed 'decreases' indicates the sc is NOT changing, but the speed variation is occurring elsewhere.

The fan sheave can be positioned in and out on the motor shaft. You are correct that it is positioned around the shaft by the key etc.

The last(?) step in the high speed adjustment is to position the outer dial at 'high' just b4 placing the crank on the shaft, engaging the gears and tightening the set screw.

I believe the motor belt/motor sheaves and control sheaves are 'hunting/varying' for some reason. This MAY be caused by something being mis-aligned. The non-moving flanges of the variable sheaves are probably not positioned correctly relative to each other causing the belt to be running 'crooked'. This is probably the fan sheave since the idler shaft is more or less 'self'aligning'

If I had this problem/history, I would remove the motor floating sheave(and spring etc.), remove the fan sheave and look for the 'original' set screw mark on the motor shaft, and reassemble with the fan sheave set screw positioned over the 'original' set screw mark. After reassembling(leave the belt cover off), run and observe the belt running on both the motor pulley and the idler shaft pulley. When changing speeds, the belt should ride up and down smoothly on both pulleys, and the belt slightly moving along the shaft as the speed is changed. While running, the sides if the belt should be a straight line perpendicular to the axis of the shaft.

Thanks to all who responded about this issue. The problem has been resolved! Bill Mayo wins this round of the "what did the newbie screw up" game:).
I had adjusted the high end of the new speed control to where it allowed the top sheaves to spread too far apart (too fast) and the belt ended up catching on the bottom of the sheaves and/or the shaft key. Thus it was "chewing" up the belt. I had also not adjusted the dial to the fast position AFTER the high speed adjustment.
After watching Nick's "Installing a New Speed Dial" one more time and using the combined knowledge of everyone here; the issue was successfully and quickly resolved!
