Here's a photo of my tube of the adhesive. The cap is long gone and the contents have shrunk a bit, but I'd guess it's still good as it still seems a bit tacky. As you can see, this tube was sold by Rockwell, who sold their power tool line to Delta, who subsequently left Pittsburgh. Like your tube, there is no zip code, so the stuff is pretty old.

It is super sticky and I imagine it would be super hard to clean up. I stuck my finger down in it to see if it was still sticky and almost never got it off. Where do you buy the latex rubber adhesive?
