Twice, those conditions were the precursor to switch failure. Both times it was with toggle switches. You've already said it has a toggle switch and a Pre 1991 MKV would have a toggle switch.
All of the answers given are EXCELLENT, but Keep It Simple means that you've already touched the problem. Good Luck

I purchased a used shopsmith that was doing the same thing. I discovered that the shieve on the motor was totally warn out,
