My bearing supplier is saying that there's no quality difference between C1 and C3 -- those are just date designations. Does anyone know what this is about?

The only cover over the relay (also goes over the capacitor) is a paper cover that goes between a holding bracket (not shown in the pic) and the relay / capacitor. The holding bracket screws into the raised boss in the approximate center of the back starter cover with a ~2" ~#8 hex slot machine screw.
Acceptable answer now grasshopper?? If not, we'll have to define x-y coordinates for the photo to narrow down where your "upper left' is.

Sorry about focus, best I could taking pix of your pix off lcd screen.
This screw was put there for a reason. I assume it is to hold the RELAY COVER on(not cover it up/insulate it). Try taking the screw loose and see if the relay innards are suddenly accessable. Look for whatever returns the movable contacts back to closed position. My thinking is to try and increase the spring tension so as to MAYBE solve the 'clicking' described elsewhere.

P.S. changed 'closed' to 'OPEN'.
Changing the way it functions IS the point. Now that you have determined a 'new' replacement IS available, the risk is acceptable.
