Remember, "Dry" is relative. wood is a fibrous and porus material and as such is subject to environmental changes.
There is a good article in the latest "Fine Wood Working" magazine on making frames and panels that will stay flat. Some things I never considered. Like making sure you rip material completely in line with the grain and taking several days to slowly mill material so it can acclimatize while machining.

If all the wood you find is flat sawn, you can still rip some rift or maybe even quartersawn lumber from the boards you bought.
Look at both ends of a flat sawn board an you will find places where the grain turns down at an angle. This is epically true where the crown of the grain is near one of the board edges.
Mark the board on both ends where the grain slopes steeper than 35 to 40 degrees and rip off that part. Your rip may be at an angle but the new smaller board can still be squared. Then you can make several of these rift/quartersawn smaller boards, you can joint (glue) them together to make a solid and wider board that is all rift/quarter sawn.
