It's the motor!!!!!!
Swapped out motor modules, and whichever uses this motor has the phantom speed problem with the same signature.
Could it be pulley alignment or spring?
So of my my 4 motor modules, one motor doesn't turn, one pulls the speed adjust too fast, one is missing switch, and one works.

I can visualize(imagine) that a warped motor pulley might create excessive tension on the belt(warp squeezes the belt 1/revolution) that could create sufficient force to open the control sheave thus pushing the cam and dial towards fast. I replaced the belt connected to the motor but not the one to the quill, with the same result.
Also replace the motor on the unit that only turns in one direction, and it had the same results. The switch is bad. Maybe a quick treatment with a contact cleaner, or an alternative switching method.
The new motor is an AO smith motor replacing a GE, and it is SOOOOOOO much quieter.
So I will switch out the pulley and see if that is the cause, will need a snap clip pliers.

The switch can be disassembled and possibly restored to function. The contacts are sliding plate and squeeze contacts. Judicious cleaning and 'forming' may be all it takes(assuming parts not 'vaporized' etc.).

I sprayed the switch with a little component cleaner and now the switch works both ways.
I am trying to remove the sheaves off of the motor axis, but the outer sheave on the motor in question get stuck where the snap ring was.
JPG Should I pound the sheave off? Was it easy to remove the sheave for you?
The other motor was easy to pull off the sheave.

Lectrol Sol is an awesome product. Get it an any auto parts store. cleaned the Mark VII switches and got them to work.
Also also sprayed into a seized motor and the motor started spinning flawlessly.
I replaced the sheaves and spring on the motor that would force the speed change, and the speed change no longer happened.
So problem fixed, something with the sheaves.
Now I have to build a replacement for a missing Mark VII switch, This has been discussed before. But not for a GE motor with a start relay. This is new thread.
