I'll bet his quadrant was messed up as mountainbreeze posted above.

Everyone thank you for all the advise. Unfortunately the jointer that i was to look at yesterday didn't workout. The seller never contacted me back after leaving a message and email and waiting all day for his return call or email. So instead i just purchased one from Bob in Florida off ebaiy. The one i purchased is a newer model with the feather board fence and he said that it only had a little oxidation.

Looks like it will just need a little cleaning.
