For what it's worth, I have the Harbor Freight collector and love it! It was ok out of the box, great after upgrading to a Wynn's filter. Three years running it with no issues. Can't beat the price!
Do you have a amp meter? It would be interesting to know what the motor is actually pulling for amps.
