Here is a few options for measurements.

This would add to your Wheelhouse to Measure stuff in the Future. :)

If the tubes are not the diameter that the seller specified and you paid with a credit card they don't have much choice. Items sold must be as described, or the merchant has to make it right. They cannot, for example, send you 2" tubing when you ordered 1.750" tubing and then tell you that it's your problem. But that's an exaggerated example. If tolerance isn't specified by them (for example +/- 0.005") then it is implied. And in that world 1-3/4", 1.75", and 1.750" all have different implied tolerances. So I'm not saying their description is wrong, I'm saying that IF their description is wrong that's generally the merchant's problem, not the buyer's.

ETA: I checked Metals Depot and their DOM steel tube has a specified accuracy for this size range of +.006"/-.000". I don't see any specified accuracy for the more budget friendly HREW. For HREW it says: "If your project requires closer tolerances, higher strength, and more precise concentricity then try our DOM Round Steel Tube." Great advice, but I don't know how one would know in advance if they needed closer tolerances when the baseline tolerances aren't stated.

I'm not surprised to see tube and pipe diameter not matching advertised 'nominal' dimensions provided. Suppliers should have some mention of that but they often don't. Even if one of those diameters is correct the other one is likely to be calculated based on wall thickness, which is rarely accurate or consistent.

Just ordered that digital caliper that was suggested earlier. Should be able to get a measurement early next week when it comes in.

I'm getting 1.7565 to 1.758, depending on the particular tybe and where I measure.

Member AllenH made a tabletop cordless drill driven Lathe.
Here is a link to the Thread.

Lathe starts @13:40
If you could make some type of makeshift lathe?
You could take those few Thousandths off Evenly.
Evenly is the key. :D

There would be a lot of test fitting and measuring to do.
This is not ideal, However you could make these work with time and patience.
