The 2 Gilmer Drive Sleeves I disassembled this week both had a loose set screw which allowed the Gilmer pulley to spin on the drive sleeve shaft. You need to almost disassembly the headstock to check or tighten this set screw, This was a quick fix to secure the pulley to the drive sleeve shaft as the belt can operates without touching the screw. I am amazed at some of the things done to the Shopsmith and it will still operate.
