Yes 7 1/4 inch C-C is correct, I just didn't want someone have a minor variation and get upset because they were off a bit.

Understood! Y'all must realize drilling 3/8" holes in steel is not as eazy as wood. No forstner nor brad point bits for that task. Twist drill bits tend to wander!

To be accurate, I would drill a very small pilot hole, clamp the part to the drill press table, and then gradually increase bit sizes up to the final dimension by drilling through the previous hole.

Nice application ! Belt sanders still make the best lathe chisel sharpener.
