Notice I did leave a little bit of a "C" look to it. That allows the clip of "lock" on to the shaft. The recess in the end of the Pinion Gear where this sit is about 5/8" in diameter. Sorry the picture makes it look much larger in diameter than the "C" Clips. Finding the right outside diameter on a thicker 1/4" Washer will save time grinding down the outside diameter to fit inside the Pinion Gear recess.
I just tried Everett's idea. I took a 1/4" Washer that is as thick as the slot in the end of the shaft. It has a 5/8" Outside Diameter. I cut out a side and it does work. It took me only a few minutes. A bit of caution here.
Flat washer sizes can be misleading.
Most flat washers holes are 1/16" over size to allow clearance.
That washer may actually be a 3/16" flat washer.

Sorry I did not mention it but JPG is correct. The washer I used is a "1/4 inch" washer with an actual ID of 5/16". That clearance is common. Thanks JPG for pointing that out as it will make a difference if a washer with an actual 1/4" ID is used. I will add that clearances are important here. To little ID clearance and it won't fit on the shaft. Too much ID clearance and it could "pop" off the shaft. OD clearances are important too and it would be best to find one that fits just inside the Pinion's recess. For the "work" the C Clip does there is very little contact space.

I have bought parts from him and he is very reliable. His parts are in very good shape and starting prices are very reasonable. The Carriage Pinion Shaft with the "C" clip is for the Model 500 and the starting bid is $1.99 with no bids yet.
