The two tapped holes in the miter slot are not blind, they are for the two forward trunnion mounting bolts. The bolts are installed from below the table, which makes the holes appear to be blind viewed from above.

I have an old (cast iron table) bandsaw. there is a bit of play in the upper wheel. How do I get it off to either change or grease the bearing?

You should find a clip that needs to be removed.
