okay, here is an actual image of my situation, you can see the broken bolt head of the screw....

This is good. Just remove the broken bolt using an easy out or drill it out and retap. It could have been a lot worse. You might even be able to drill and tap a new hole and leave that broken bolt there. Worst case (maybe easiest solution) get a new eccentric.

Ohhhhh, NOW I SEEE IT!
seeing this image explains a lot to me...
the "OLD" one being not important I can now see what actually broke. Can I just tap a new hole in it at worse? Like maybe the opposite side? What is the actual purpose of the bolt and washer? Is it holding in the bearing?

One prevents the bearing from creeping while the other prevents the eccentric from creeping.

Ohhh my goodness, a huge relief is off my shoulders. I was certain I was in serious trouble.
Now seeing the actual part(in whole), it makes sense to me, now I can see how it works also. I was soo beyond confused. It is all clear now, and also why turning it tightened up the belt. YAY!
I owe you all, after 4 pages. Thanks so much!
Now if only my friend would answer his phone so I can get him over here, lol!

Be Careful and do not tighten the big bolt under the eccentric too much. Doing so can result in one of the tabs breaking off the main casting. If that happens then you ARE in real trouble. Good and snug is good enough.

ya, I have the belt tightened up and that thing snugged up, I was careful. hahaha!

what Bill Mayo told me (and seemed to work perfect) is to tighten it until the lock washer is flat then give it a LITTLE snug.
