I question the lack of that spring to be 'the culprit'.

I am not sure what you mean that the output shaft end is typically solid. The pre-load spring washer in the A O Smith 1/2HP motor is on the output shaft end.
FWIW, the F-5 aircraft generator has a stack of Belleville washers (spring washers) in the bearing liner on the output shaft end.
The Emerson motors do not have the belleville washer at the output shaft end. The bearing on that end is clamped from the interior and is not free to 'slide'.
FWIW, being 'funky' is why I say this is not 'over'.

And I agree with you totally! I'll have to see if I can find replacements . I don't have any spare parts or leftovers, so I know I didn't forget anything else.
I'm not a fan of imperfect fixes, but I'm not sure what more I can do.
Explain to me how the weights returning inward creates a force to the actuator. I see the weights, but not the other 'end' and a spring(s) that push the actuator. The springs are captive under protrusions on the hub of the actuator.
Increased tension on those springs(2?) would help your cause.
Another thing is the 'rub plate' on the switch connection to the contact leafs. Something else to 'form'(a polite word for bending).
Age has a way of reducing spring constant/shape.
