I attribute that degree of co-operation to not wanting E-Bay on his back nor really negative feedback.
E-Bay did not appear to take any action against him.

I'm not sure you are describing an ebay problem or what many in society accept as normal behavior. You do what you want until you get caught and if caught you say you are sorry and make it right but go right back to the same behavior the minute you don't think you will be caught.
I think E Bay won't see the problem here because in their view he got caught but made it right. It might not be fair to say this since I don't know anyone governing Ebay but my guess is thought of integrity never enter their mind. their interest is making money and keeping everyone as happy as possible.

Pretty much the way I see it.
No business entity wishes to 'get involved' so they just let these things slide.(no 'confrontation'). And we wonder why the lack of morals, responsibility, accountability, common decency, ... are disappearing!
Call somebody when they do 'wrong' and you are told to mind your own f-----g business. IMHO folks that do those things that were considered improper behavior in the past NEED guidance! I consider that to be all our responsibility to society and therefore our business!!

I've learned that "Excellent" condition on E-Bay might mean it ain't broke... My last resort if I'm looking for stuff.... $100's wasted on stuff I could even bring myself to resale...
