No I don't push the knob, (on Biesiemer and Saw Stop, it is a lever you push down to clamp and raise to release) I turn it and either grab the fence and then push sideways to move it, because I got in the habit of wiggling it to get it to release, I learned on a SS. The rod and knob are well lubricated and were when I took it apart, see the initial pictures this post, the paper towel the parts are lying on and the grease marks, I then cleaned and re-lubricated and reassembled. The parts diagram says all 7 washers are the same, not on this one, the one that goes between the"Clamp Spring" (nearest the locking Knob) and the "Fence Clamp, is a CONICAL, or a dished washer, the spring sits inside the "dish" and the rounded part or bowel bottom goes against the "Fence Clamp."I assumed to make the clamp pivot easier?

Interesting! The clamp 'fork' would not like the convex surface I believe. It may have contributed to the sticking.

In the picture. The conical Washer is closest to the "Spacer Tube" in the picture, it should be next to the spring, then "Fence Clamp" then the other flat washer should be next to the "Spacer Tube."

Took apart a fence from the to do pile(two screw version) and the parts are essentially the same as yours.
The 'dished' washer was between the sleeve and the clamp fork.

I believe the dishing was due to wear, and was originally the same as all the rest of the '7'.

I looked at a greenie rip fence.

The greenie bottom was not painted, so the bevel was not painted.

The later version was painted on the bottom and indeed has paint on the bevel.

So add paint to the funky list!

I just noticed the greenie washers are thicker than the later one. Add that to the funky list also. I did not take it apart, but the sleeve/clamp fork washer does NOT appear dished.
