If you have ever wondered this, you are probably not alone. I have. I don't loose a lot of sleep over it but I do sometimes wonder.

The CPSC has published a document that is suppose to answer that question. It was not prepared for this purpose but if you read it and comply with it you will probably be safer than if you don't.

It isn't a CPSC document. It is UL (Underwriter's Lab) standard 987. While published by UL, it is written by the PTI members and given to UL to adopt.

Then all these safety standards become standard equipment you've got to buy whenever you by a UL approved tool, which is all or essentially all of them.
