Pen turning on Power Station

I was watching Nick's video on pen turning and he was using the Power station. Great video, but he didn't talk much on how he set it up. The only part that I would like to have more information on is how did he make the tool rest platform? Looks like he bolted a 2x4 on the base and that is as much as I can see. Are there any plans? I'm sure I could figure something out, but if there are some plans around it would be easier. Thanks
