Whats the best way to polish this without removing the paint?

I'd go with polishing pads on my dremel. Stay away from the painted areas. However, I don't think you'll pull the pain unless you go with a rubbing compound. That piece doesn't look that tarnished.

I have used this product in my shop to real clean the windshield and buff the clear coat finish on the car, called NicSand Gel. It is the equivalent of 10,000 grit-grade sand paper. Their claim: "Removes fine scratches and swirl marks without filling. Polishes plastics and painted surfaces safely. Safe for clear coats". They recommend you use a drill with relatively high rpms (3/8-drill should do - 1/2" drills are bit too slow).

Manufacturer: NicSand, Inc, PO Box 29400, Cleveland, Ohio, 44129. But please remember, this fine grit will polish, but it'd be hard pressed to remove any scratches.

I bought this product about 18 years ago and its still good. Might still be available ?

Just did this. You don't need to polish it; just remove the lacquer. Soak it in some lacquer thinner and then gently (toothbrush or thumbnail) scrape it off. Cover with lacquer or wax.
