Where can I buy caster pins/pegs?

My parents have a set of dining room chairs that have rollers on them. They are the typical office chair caster type wheels. They recently put down new hard wood flooring and don't like the chairs rolling anymore.
My idea was to take a thick dowell (2"?), glue a soft pad to the bottom so it will slide on the floor, but won't scratch it up, and drill a hole in the top to accept the same pin/peg that the casters use. I looked at the existing plastic casters and don't see any way to remove the pin without destroying the caster. We'll do that if necessary, but I don't really want to.
Where can I buy just that pin?
Just to make sure I'm clear, I'm talking about the metal pin sticking up above the wheel in this picture:
