Does this need to be replaced

This is part of the speed control mechanism. I noticed that turning the dial was pretty rough, of course had to do it while turning the disk sander as I couldn't get the ShopSmith to turn on. I just attributed it to everything being very dirty. After cleaning it up, and applying some 3-in-1 oil, it is still pretty rough to turn. It looks like the teeth are not exactly straight anymore and kind of chewed up. Is this how it supposed to be, or is this wear and tear? If it needs to be replaced can I just replace this specific part, I believe it is the quadrant assembly (part 86 on the parts diagram), or do I need to replace the whole speed control assembly (part 86-96)?
