Black stuff on main table legs

Still working on my 510 to 520 conversion using a batch of parts purchased on eBay. A broken main table trunnion assembly forced me to get a new trunnion with a used part from Florida. Well, the legs on the used part are black'ish (where as my other 3 main tables have shiny legs). Ugh. Smooth but ugly. Not paint but I think some type of corrosion. I used a piece of 400 wet-n-dry sandpaper (wet with water) and the black gunk comes off fairly easy - the black water residual stains everything - really ugly.

So my question: has anyone run across this before?

Right now the legs are fairly clean (unfortunately I have no 'before' pictures) and I have waxed the bejabbers out of them. I'll get after them again this afternoon with a light abrasive pad but would still like to hear from anyone who might have encountered a similar problem. Really don't want the problem to come back. It might be a result of long shelf storage in Florida. Who knows. All inputs welcome.
