Power Up Speed

I have a '83 Mark V. Do I need to reduce the RPM before I power off the unit so that it will start at low RPM or can I start the unit at any RPM?

I start mine at any speed, but only with no accessories on it. If you have something like the bandsaw or belt sander on it at too high a speed, don't be surprised if it drops the breaker trying to start up. With no load, or with a small load like a saw blade, mine starts up just fine at any speed.

Different 'conditions' determines the answer.
If you turn it off in the middle of 'doing' something and will resume, there is no need to turn to slow first.
If you are turning it off to change setup or SPTs always turn it off.
There will likely be differing opinions, but that's the way I see it.

That phrase does not make sense to me. Did you mean to turn the speed down ?

There are many opinions on this subject but I believe there is one cardinal rule that must not be violated.
Do not turn the headstock on at other than low speed if you have SPT that do not operate at high speeds attached. Examples being belt sander, strip sander or band saw.
For twenty plus years, I have been turning my headstock on and off at normal operating speed when in saw mode or jointer mode with no adverse results.
Occasionally I may trip a breaker but only when I have something else like the dust collector operating on the same power feed when I turn on the the headstock. To avoid this inconvenience, I plug the dust collector into a circuit other than the one used for the headstock.
I have a 15 amp breaker in the circuit that feeds the outlet where the Mark V is plugged in. That circuit is wired using 14 gauge wire. It would be better if it was 12 gauge wire but I am not about to pull new wire in this house. That would be a major under taking because of the way "this old house" is constructed (no conduit).
