I don't think 4 pieces of wood on a faceplate makes a pulley.

Looks rusty to me! Not enough to be detrimental though(see below). An old '10' version.
Closer look at the interior of the bore makes me regret the second comment above.

Ah, that's no pulley! That's part of the extremely hard to find speed preventer attachment , or "no speed attachment". Like the speed increaser and speed reducer, the speed preventer attaches to the headstock between it and the accessory tool it drives. Or in this case, parks.
Very useful when you need to extend the trade off of speed to torque out to infinity, say when trying to turn a whole planet. Also known as an archimedean drive coupling since it is based on his " gimme a really long stick and one o them thingies you put under sticks and I'll get er moved fer ya" claim.
Heck, I'd snap it right up since they are not commonly found with all there parts like that but I already managed to rig both my machines to not move even without it.
