New photo sizes, since when????

I've been scaling my photos to 800 x 600 to post here. Today I noticed a new size limit, see below.

So is this new or I've been missing this for a while????

Ed, this is a fairly new size requirement. The ZIP files have been allowed before.

I'm glad that you can't rotate it so as to be able to see the under side.

I assume underside(irrelevant) is 'plain'(no ribs etc.). Otherwise the scope of the task explodes.
