Sending Emails To Other Users

I've had to temporarily disable the forum function that allows you to send email to other forum members. It was being abused to send large scale spam to the entire member list (apparently there are ways around the sending rate limits).
I plan to re-enable it once I've put appropriate controls in place to prevent this high-volume spam.
