What is this plastic piece for and is this the correct location??

Yes it was to hold the wires out of the way. Looks like yours is still capable of holding the wires. Most every one I see is broken or cracked off. Be careful with it they are very brittle.

Yes, and it is very important that the wires are kept out of the pork chop. Please don't ask how I know. Twice!

If the clip does break I replace them with self adhesive ones from Radio Shack. I use two, one near the speed control and the other on the front of the casting below the quill. It makes the length slightly longer but does keep the wires well away from everything.

Excellent solution. I make sure the wires are routed next to the front of the casing and over the lock rod when installing the motor pan.
