I have used a heat gun assuming that you have a steel disc. Just heat up the metal of the sanding disc which makes the glue get soft. Then it is pretty easy to get the paper off and the glue that holds it. Hope this helps.

You can also place your sanding disc in a warm oven for a few minutes. Be careful as the metal will be a little hot.

alamengual, 3M Company makes a spray that will remove the glue from the disc and won't harm the metal. You can get at at most places that sell supplies to body shops.

No need to go buy something special to remove the glue. Mineral spirits or WD-40 will work just fine.
