Speed Control not staying at High Speed

Guys,
Need some help / Advise.
I just finished a small rebuild of my 1983 Headstock, New bearings and belts. And it is running smoother than ever. But I have a small problem, When it gets to High Speed the Speed control is Vibrating and the speed is slowing down. It won't stay at the speed where I stop. It will vibrate and start slowing down. What could be causing this problem. Would it be the Spring that is behind the speed control knob? The Speed control Knob doesn't seem to be loose.
