What's the easiest way to remove the sander sleeve from the drum sander?

I personally have never had a problem with one sticking. I do not use any powder nor do I loosen the screws after use.

If it is sticking them I might look to how it was used last. You need to let the sandpaper do the work. If you force things then you might be warming things up too much and that could cause a problem.

I once purchased a unit off ebay that would not hold the sleeves in place. The rubber had gotten hard and nothing I could come up with to try would make it better. Age and storage were not its friend but the seller was willing to replace it with another one so it was a slower transaction but a good one.

Like I do with sanding disks I like to keep different grits on different sanders so I have a collection of these to swap out as needed. I only do replacements and not swapping grits so maybe I don't do this as often as others do but like I said they have not been a problem for me.

It's been MANY years since it happened to me. MAYBE it was after a hard sanding and didn't wait to take it off?

Loosen the tension nut and hold the sleeve and tap the drum assembly with a bearing hammer with a non marring face.(plastic face hammer) If this does not cause d\the drum to move the most expedient method to remove the sandpaper is to slice the sanding drum clear. The rubber drum can sometimes be restored by rolling it like a rolling pin on a hard surface and hope it relaxes. If that does not work the rubber drum can be sanded with some 80 grit paper to reduce the diameter. When reinstalling a drum it may be a tight fit and the talcum powder will help.
