I don't know what operating system you have on your computer, but years ago I used Windows XP, and it resizes pictures with Paint. The newer versions of Windows likely have something that can do the job too, and if you have a Mac, it likely also can do it.
You shouldn't have to add any additional software. Just use what is already there.

I am using a Surface with Windows 8 and use Paint to resize the photos. Works great.

I am using a Dell venue 11 pro with win 8.1.
The problem is that it is smarter than I am!

Open Windows Paint, go to the help menu, type in "resize", and follow the simple instructions.

FWIW, I have never seen a Microsoft application that did not have a help function. You just have to find it.

Yep, on my old XP machine, Paint has a Help menu right where it should be. On my Windows 7 machine, they "upgraded"
Paint to a ribbon menu, and I can't find a Help control anywhere on the ribbon, or under the Windows button. But hitting the F1 key still did the trick. I guess they forgot to break that ...

If I were a product manager at Microsoft, I'd make
The Design of Everyday Things, by Don Norman, required reading for every GUI designer. No one would be allowed to "improve" a danged thing, until they passed a test demonstrating understanding of the material therein.

Yeh, just like Windows 8. No 3d look any more. It looks like crap to me. I guess they wanted it to look like your smart phone so your "Experience" would be the same on both devices. Again, that is crap to me. At least there are programs available to restore the desktop with windows 8.
Now that MS is dumping Internet Explorer I wonder what they are going to come up with that nobody wants. Long live Firefox!
