ER Caster Repair

While cleaning I found a set of casters for a ER. One of the wheels looks like it was left under water for some time. I don't think there's any way to repair it. Is there a source for the wheels? I looked a set of Mark V casters that I kept for parts but those wheels are made of plastic.

This set of casters might be good for parts only. But I would like to repair them for use some day.

Is the problem just rust? If so, a leisurely Evaporust bath can do amazing things.

I bought a set of these wheels and they work great! Can't beat the price at $1.50 each
