Bandsaw bushing? Is this right?

I bought a "refurbished" bandsaw from a fellow who claims to've handled more than 50 of them.
There's a pair of parts that just don't seem right.
It works ok, but the table doesn't move smoothly. My memory of my old one was that it should. Further, it wouldn't loosen with just the handle, I also had to loosen the nut. I couldn't get the nut tight enough to be not be sloppy and loose enough to allow movement.
So I went poking about with it and compared what I have with the current exploded parts list.
I saw I was missing the Trunnion Support (515013), and the two bolts he had were not the Screw (517085) and Table Clamp Bolt (516438).
I ordered the parts and last evening tried putting them in.
First, I found that I missed the fact that there wasn't a Trunnion Support on the other side, the Tilt Indicator Scale is screwed straight to the body.
Second, when I put the Screw through the Trunnion, Trunnion Support, Washer (502676)(parts list has a typo as 402676) and body, it doesn't come out the other side :-(
There's a Bushing (517021) indicated on the drawing, and it's drawn flush up against the body.
But what I have is some kind of sleeve or spacer. Actually, two, one for each end of the Trunnion Support. And they stick out both sides of the body. Even if the Screw was long enough, by the time the Trunnion Supports were in place, the Trunnions would be too far apart to fit the table.
This shows the spacers on either side of the Tilt Scale. They stick out about the same distance on the other side.
Do they belong here? Did he just stick something in there to make his other parts fit? Is this the way SS used to do it?
And if they don't belong, how to get them out, just pound them out?
And if they're out, I'll need to add the Bushings to the parts I need to order.
