Frozen ER Quill

Hi all, I am new here but lurked for a few years, but now need some specific help, I have 2 ERs, I was going to make one a show pony like some of you do and they look great by the way, I was lucky enough to get ones that just needed a bit of way tube clean up.
My nephew has a greenie and picked up a freebie ER, runs good, but the quill was extended about 2 inches, it is frozen in that position, I pulled the locking mechanism, and the lever and gear that operates the quill to extend/retract, still frozen, tapped on it and soaked with penetrating oil to no avail. Looking for help here on it, how to proceed with caution.

What kind of "penetrating oil" and how long did you let it soak?

It was a month ago, orange can, I think Penitrol, mom of 95 has gotten health issues so been away from it, soaked over night, you know even a bit of grime,rust can act like a shim.

I don't know anything about Renitrol but from the description on their web site it is not penetrating oil.
"PRODUCT DESCRIPTION
Penetrol® is a free-flowing, low-odor, high quality penetrating paint additive which compensates for the adverse effects that weather and surface conditions have on paints and primers."
That is not a penetrating oil for what you are trying to do.
Get a penetrating oil like Kroil (BTW WD40 is not a penetrating oil) and I bet you will have better results. It may take more than over night It took me 4 days to get a stuck bearing off a 10ER motor (AO Smith). I sprayed it every day.

It was not that, maybe Kroil oil, yes penitrol is a paint thinner and a metal rust preventive coating.

Try good old kerosene.
Others swear by ATF mixed with acetone.

over the past few years looking here you are one of the best. With your tips and threads on maintenance, I feel like I knew you in another life.

On the 10ER quill the splined end of the shaft goes all the way through the drive sleeve assembly, (the part the pulley mounts on).
Try putting it in drill press mode and adding some penetrating oil in from that end, there may be rust and/or hardened grease on the splines.
Also check that the set screw on the pulley hasn't been over tightened and deformed the drive sleeve.
