quill on dril press sticking

i have used the drill press and the quill is sticking i have cleaned itwith mineral spirit a brass brush for grooves and waxed again it is still sticking any ideas or suggestions my neighbor said thow it out and buy good drill press was escorted from my shop immediately.

A few quick thoughts:
Is the spring pre-tensioned enough when you replaced the quill.
is the set screw too tight.

I've had this issue, too. The fix isn't hard.

There's a special set screw (half dog) in the top of the head stock that rides in a stopped groove machined in the top of the quill housing and adjusts the amount of drag on the quill and prevents the quill from coming out completely. This set screw is adjusted at the factory and hidden under a blob of lead or some other material that you will need to dig out with a pen knife to get access to it.

For whatever reason that set screw can get out of whack under that lead blob and when it does it can cause the quill to bind/stick. Only happens to me in drill press mode. Dig out the blob of material hiding that set screw and try adjusting it (probably loosening it) by a very small amount (1/4 turn at a time) until the problem goes away and the quill extends and retracts smoothly.

Check for burs in the quil casting, too.

In the groove the set screw rides in as well. ;)
