My New Weathervane?

I woke up to quite a commotion this morning and went out to see this juvenile red-tailed hawk screeching away on top of my bedroom! His brother/sister are also in the yard.

I had one that loved to perch on the roof like that. In less than a year he took all the gravel off the roof shingles for about 3 sq feet.
When I reroofed I ran the aluminum ridge vents to the every end. He got the message and moved on.
Now the roof needs done again and the roofer says code now specifies the ridge vents must stop 2-3 foot short of the end of the roof.
He may be back! Actually it may have been an owl I never got up in the middle of the night to check.

Any 'code' that prevents a piece of flashing over the shingles at the end?
I am not aware of any code requirements for bird roosting repellant.

Asthestics I'm thinking of the looks.
Roofer says after final inspection he will run the ridge vent out to the end.
