Two bearing quill question.

On a two bearing quill, is the bearing on the left ( looking at the headstock from the speed adjuster side) supposed to be slightly loose or a tight fit?

Bearing should fit snuggly even tight. Use Stud and Bearing mount to fill gaps if you must. You may even have the wrong spec'd bearing in that position etc.
The whole point of a two bearing quill is to mitigate run-out on the spindle shaft to a point well below the single bearing quill run-out.

How do I know if I have a twin quill or a single quill??

The simplest way is with the quill in hand, wiggle the end of the splined shaft. If it moves significantly laterally/radially is is a single bearing quill.
A peek down that splined shaft will reveal either a bearing far in or that spacer close to the 'window'. Spacer = single bearing quill.
