One of you will know what this is. It was in my DRAWING box from the 70s. Don't remember why I got it. What is it?

I Googled Drafting Supplies and di not find anything like that.
My guess would be for rolling up drawing paper b4 putting it in a Drafting Tube.

Sorry it doesn't look like anything I have or had. I did train as a draftsman (now I guess that would be draftsperson??) And I did work a summer job as a draftsman while going back to school after the Army.
It does look like it might hold papers but the end picture is not clean enough for me to know for sure. Perhaps a few sheets of paper to do a sketch on then roll up??

I'm a Mechanical Engineer. I learned to sketch and draw on boards starting my career there. Later I taught myself CAD. As the youngest of 3 ME's in my family and my father before us, I inherited all their gear going back to the 40's. I have to say I've never seen anything like this. The only thing that comes to mind is maybe a hand rest? Maybe the scale or lettering guide fits into the groove in the piece?
Would it be possible to get a better end view? It looks like the focus for that picture was on the fabric rather than the end of the piece.
