Quill Bumper Ring

While doing cleaning and maintenance (also ordered a new drive belt) I noticed that when my quill feed is extended there is a ring called the quill bumper ring[part number 501307]. On mine it is free to spin on the quill feed and is loose unless there is no advance on the quill feed at all. My question is this: Is this OK? I have had this machine about 40 years and never noticed it before and seems to make no difference in the operation that I have noticed.
