Motor slowing down

Have a person who has a mark v and it bogs down when cutting on table saw position. The motor runs he say but wonder if it a belt slipping or something else? Anyone have suggestions?

is the proper way to tighten it by rotating the eccentric clock wise direction? About 930 - 1000 O'clock position?

Rotate CW until it does not slip.
If it gets to 12, the belt needs to be replaced.

Do NOT over tighten the clamping screw.
