I have a Ridgid 10" table saw, and the measurements under the fence indicator are accurate around 18 inches and higher. However, under that they are hit and miss. Example, I have to set the fence to about 1/32-1/16th past the 4 1/2" reading, to get an actual 4 1/2" width from the fence to the blade. The tape measure is dead accurate and being that it is measuring good at the upper widths, I don't think it needs the indicator adjusted. What else could be causing this to happen?!? Thank you!

Without seeing any photos, my guess is the measurements were printed on a adhesive-backed material that had some small amount of stretch to it. The adhesive-backed material was laid down starting at the far end of the fence rail toward the blade and, as it neared the blade, it was overstretched very slightly, moving the measurement markings slightly closer to the blade than indicated.

If you've checked the tape itself, and it is accurate, the next thing I'd check is the condition of the fence rail. If it isn't dead straight and smooth, the angle of the fence will not repeat when clamped at different positions along the rail. A pretty small angular error could give you a 1/16" error between fence and blade. Not to mention messing up your alignment.

Yes, the tape is dead on with it's markings. I'll check the fence again though. It cuts perfect when set off the marks at lower widths, as well as the larger widths. I would think an angular error would cause some discrepancy somewhere? I will check though, thanks!

I have some doubts about what the issue is. To clarify...

Set and lock the fence.

Measure the distance from the blade to the furthest miter track. Do this in three locations 1) at the axis of the blade 2) at the far side (outfeed side) of the table and finally at the near side (infeed side) of the table.

To do this at the infeed and outfeed sides you will have to extend the blade surface. Do this by pressing a straight edge against the blade and then make the measurements from the appropriate edge of the straight edge.

If your saw is properly tuned, these three measurements will be exactly the same.

Are you using a table saw knife and guard on the table saw ? is it adjusted right?

If it is dead on I am wondering if the stock is wondering while you are cutting .
