Turning game calls

Are there any adapters made for the Mark VII that will allow me to use a collet chuck to hold a 5/8' expanding mandrel in order to turn game calls?

You could make a friction chuck that fits in your scroll chuck.

Or you can get an adapter like this, and use any collet chuck with 1"-8 threads. I have the Beall Tools collet chuck and like it a lot.

Can a drill chuck be placed in the tailstock location and the head moved forward toward it, then extend the quill in order to drill the centers of pieces for game calls? Does that make sense? It seems that other wood lathes work in the opposite way...

Yes they do! But then most lathes do not have a quill, but use an adjustable tail stock.

A similar scenario is a lathe chuck at the tailstock and a drill chuck in the quill. Yes the lathe chuck does not rotate, but the drill chuck does.
