Mark VII cam and control bracket question

In the picture below I was curious if anyone knows why the bracket control assembly and the cam have the cutout areas that are marked by the red arrows. I don't so your thoughts would be appreciated. That's just a cut off bolt holding them together for the picture not an original shaft.

You left out the part that is the reason.
When the cam follower gets near the bracket at high speed (idler pulley open) it would interfere if the 'notches' were not there.
