Mark VII cam and control bracket question

In the picture below I was curious if anyone knows why the bracket control assembly and the cam have the cutout areas that are marked by the red arrows. I don't so your thoughts would be appreciated. That's just a cut off bolt holding them together for the picture not an original shaft.

You left out the part that is the reason. :D

When the cam follower gets near the bracket at high speed (idler pulley open) it would interfere if the 'notches' were not there. ;)
