do you have to take the motor out to change the start capacitor ?
I have a SSV and the motor hums but won't start.

Try blowing the motor out with compressed air, Just humming is more likely caused by sawdust interfering with the contacts on the start switch located in the back of the motor.

Took the motor out and with the old capacitor still in ,it hummed and blew the breaker. I blew out the motor with air and replaced the capacitor. It ran fine until I put it back on the machine . It would turn slow then pop the breaker. Any ideas what could be wrong ? It is a SS Mark V 510

Likely the start switch is acting up. If the contacts in it are burned, it doesn't make good contact to switch the capacitor into the circuit for starting.
Take the motor to a local electric motor repair shop and have them diagnose the problem and fix it.

When you put the motor in the machine and it didn't work were the belts on? If so remove the belts and check the idler shaft and drive sleeve/quill assemblies to see if they are turning freely. If any of the bearings are bad it can put enough of a bind on the belts to keep the motor from running. Also check the pulley sheaves on the motor and idler shaft to make sure they move back and forth without any "sticking". If the pulley sheaves are not moving freely that could be the problem having the belt binding up and not allowing the pulleys to turn. Now is a good time for maintenance on these while you have it opened up.
