Repairing my Mark V part 73

Ok I picked up one for a song and a dance knowing it wasnt working. I watched so many videos on repair and maintence and I'm ok with mechanics.
I got it home and seen 20 years if just no maintence. Bearing grease on things with hardwood dust caked all over.
As I'm overhauling the machine (and photographing) I came across part 73 which looks like a pen spring. I can see it in the diagram but have zero idea where it goes and how it works.sounds stupid but the speed control came in a box. The spring is making me nuts. I have not came across any video involving this punny spring but I'm willing to bet is needed to use it correctly.
Any help on where this goes and its purpose I will be really happy for. It looks like it goes on the speed dial but not 100 on that.
