Rusty Disc Sander

Wire brush or sandpaper? What grit progression? Then what coating after. Looks like it had black paint.

This is a tough decision. Evaporust will remove the black oxide as well as the red rust. Since localized red rust areas exist, I would knock down the high spots with fine sand paper and then use fine steel wool to clean up the rest of it. Alternative, use evaporust and be sure to keep the now raw steel protected from rusting(JPW).

If indeed black painted, electrolysis will remove the paint as well as the rust. Do remove the paint regardless of how.

I would be very hesitant to use wax on any surface that I wanted something to stick to it. If you would like to restore the black oxide finish, you should look into some gun bluing.

Never had a problem with waxed discs(well 'buffed').

I do like the blueing approach. Never tried that.
