Hopefully, someone knows what the heck this is. It was found in a box of antique tools from my great grandpa. Most of the tools were woodworking tools from the years 1890 to 1930. There were also some fencing pliers and farrier's hoof trimmers. This is fairly crudely cast and is about 11.5" overall length.
Any guesses or even clues would be appreciated.

I'll throw out a guess of rope/wire/barbed wire stretcher. I could see putting the loose whatever in the notch on the big end, turning it until taught, slipping the little end's groove on the wire to hold in place, pound in fence staples or do whatever to ensure everything stays tight. My doubt would come from it being too short to give enough leverage on barbed wire.
